Unrestricted licenses and the general device rule

Explanation

Renewing a probationary license after turning 21 produces an unrestricted driver’s license and removes the probationary restrictions. Public-safety rules that apply to all drivers still remain.

For all drivers, typing, transmitting or reading a text or email while operating a moving vehicle is prohibited unless the device is used with hands-free or voice-operated technology or to make a 911 emergency call. The stricter under-21 probationary rule is separate.

Example

An adult driver uses voice-operated technology rather than handling the phone to send a message. An under-21 probationary driver follows the stricter rule from the prior lesson.

Common mistake

Combining the two device rules. The p. 16 rule allows hands-free or voice-operated technology generally; the under-21 probationary rule does not.

What the manual says

When you renew your probationary driver’s license after turning 21 years of age, you will receive an unrestricted driver’s license.

unless the device is used in conjunction with hands-free or voice-operated technology, or unless the device is used to make a 911 emergency call.
