Explanation

For more on the standard driver’s knowledge exam itself — its format, when it’s required, and the two-component 80%-per-part pass rule — see About the knowledge exam. Beyond that exam, the BMV also runs separate knowledge exams for CDL applicants adding operational-specific endorsements, and for anyone applying to operate a motorcycle, an MDC, or in a for-hire capacity.

A commercial learner’s permit (CLP) or CDL requires the applicant to be at least 18; under 21, a CDL holder may only drive commercially within Indiana (intrastate commerce) and can’t add a school bus endorsement. A CDL itself covers vehicles over 26,000 pounds gross vehicle weight rating, vehicles built or used to carry 16 or more people including the driver, and — with the right class and endorsements — vehicles carrying hazardous materials.

Some credentials can skip the photo: permits and driver’s licenses for medical or religious reasons, identification cards for religious reasons only. Either way, the BMV still captures and keeps a photo on file even when the credential itself is photo-exempt. Once approved, a permanent credential is mailed from a secure central location within 14 calendar days — always to the mailing address the BMV has on file, and never forwarded if you’ve moved without updating it.

Separate from credentialing, Indiana law requires every occupant of a vehicle with a manufacturer-installed seat belt to wear it whenever the vehicle is in motion.

Example

An 18-year-old gets a CDL and, being under 21, can only haul freight within Indiana — driving loads across state lines or taking a school-bus route will have to wait until they turn 21.

Common mistake

Assuming a photo-exempt credential means no photo is taken at all. The manual requires a photo to still be captured and kept on file by the BMV, even when the credential itself doesn’t display it.

What the manual says

You must be at least 18 years of age to apply for a commercial learner’s permit (CLP) or a commercial driver’s license (CDL). Drivers under 21 years of age may operate a commercial motor vehicle for purposes of intrastate commerce only and are not eligible to apply for the school bus endorsements.

Your permanent credential will be mailed to you from a secure central location, within 14 calendar days, after you apply for a new, renewed, amended, or replacement credential.

Indiana law requires all occupants of a motor vehicle equipped with a seat belt that is standard equipment installed by the manufacturer to wear the seat belt any time the motor vehicle is in motion.
