Applying for a learner's permit

Explanation
At age 16 or older, a learner’s-permit applicant presents the required identity and residency documents and passes both a standard vision screening and a knowledge exam.
An applicant under 16 must be at least 15 and show enrollment with a BMV-licensed behind-the-wheel training provider by presenting the school’s Certificate of Driver Education Enrollment. An online theoretical-training completion certificate is not an acceptable substitute.
Any applicant under 18 must also provide an emergency contact who is at least 18.
Example
A 15-year-old brings the required documents and the enrollment certificate from the driver training school. A 17-year-old applying for a permit also supplies an adult emergency contact.
Common mistake
Treating an online theoretical-course completion certificate as the required enrollment proof for an applicant under 16. The manual specifically says that document is not acceptable.
