Explanation
How long a license has been expired changes what renewal requires. For a license expired two or three years, the manual requires an administrative penalty, a knowledge exam, and a standard vision screening. For a license expired more than five years, it also lists a driving skills exam. The manual describes both ranges as including exactly five years, so its wording does not settle that boundary.
Renewal windows also vary by status. U.S. citizens and individuals with permanent lawful status can renew a license or ID card up to 24 months before it expires. Individuals with lawful temporary status can only renew up to 30 days before their credential expires. A learner’s permit follows its own shorter window: up to 30 days before it expires. Separately, an applicant at least 21 with six or more active points on their driving record must take the knowledge exam to renew, even if the license hasn’t expired.
Example
A driver’s license that expired 3 years ago requires the administrative penalty, a knowledge exam, and a vision screening to renew — no skills exam yet, since it’s under five years.
Common mistake
Assuming every expired-license renewal needs a driving skills exam. For the manual’s clear two-year example, a knowledge exam and vision screening are required, but a skills exam is not listed. The wording at exactly five years overlaps in the manual.

If you are renewing a driver’s license that has been expired for five years or more, you must pay an administrative penalty, pass a knowledge exam, a driving skills exam, and a standard vision screening.
If you are at least 21 years of age and have six or more active points on your driving record, you must take the knowledge exam to renew your driver’s license.
